The concept of public-private partnership is the foundation of Educate Texas itself. It was the initial funding from the Bill & Melinda Gates Foundation coupled with public funding that established the Texas High School Project in 2004, which is now Educate Texas.

Educate Texas employs the three P's in leveraging the strengths of public and private partners to maximize our impact:

Programs - Innovate and prove them in practice
Policies - Instill evidence-based practices and policies for enduring impact and scale
