Background: the 2020 Census in Texas

The US Constitution mandates that a national Census – a complete count of all people in our country – be conducted every ten years. The data collected is used in decisions that impact the foundational reality of American life for years to come including representation in Congress; billions of dollars in federal aid to education, healthcare, and more; as well as private sector investment planning and projections that depend on the results of the Census.

However, Texas faces significant obstacles in next year’s Census: high concentrations of hard-to-count individuals in our urban cities, inconsistent support structures in our border and rural areas, a high number of young children, and large immigrant populations that will require greater direct support and targeted outreach. Further, new approaches to completing the Census, heightened sensitivity around immigration status, and concerns around data privacy make a complete count even more difficult to achieve.

The estimated cost of even a 1% undercount in Texas is projected to be nearly $300 million per year in federal revenue – a massive setback for our shared future for all Texans. Ensuring a complete 2020 Census count is critical to the future of both our country and state.

Purpose of the Project

To tackle this challenge, the Center for Public Policy Priorities (CPPP) and Communities Foundation of Texas (CFT) have come together to create Texas Counts, an unofficial Complete Count Committee for Texas. In a coordinated effort, the Texas Counts Pooled Fund (TCPF) has been established as a statewide funder collaborative to support census efforts across the state. Our primary focus will be to provide technical assistance and support to communities to encourage participation in the 2020 Census so that every person in Texas is counted.

The Texas Counts Pooled Fund is reviewing proposals from organizations that will be engaging in get-out-the-count activities targeting hard-to-count populations in Texas. For a map of hard-to-count areas of Texas, please visit https://www.censushardtocountmaps2020.us.

Grantee should focus on a collaborative approach with other Census organizers to increase participation in the 2020 Census. We also strongly encourage organizations and entities from the same town or region to coordinate efforts and apply jointly for funding, if possible.

How To Apply

All applications should be submitted via the TCPF’s online portal. You can access the online application at www.edtx.org/TexasCensus2020/Texas-Counts-Pooled-Fund-RFP/Apply.

1. Description of need, use of proceeds, and census activity focus areas 

Please be prepared to discuss how you plan to engage in census activities and how funds will be used to support those efforts. Please be prepared to specify which of the following activities you plan to engage:

  • Educational community events (forums, town hall discussions, rallies, etc.)
  • Phone banks to educate and encourage participation in the census
  • Educational door-to-door canvassing
  • Help stations, mobile units, kiosks and Internet access points for people to fill out the census form
  • Educational material (yard signs, mailers, emails)
  • Media (TV & Radio)
  • Digital marketing (including text services)
  • Engaging & supporting community, civic, and faith-based organizations to encourage participation in the Census

2. Population impacted by proposal and target hard-to-countpopulation(s) 

Hard-to-count populations are individuals or communities that are less likely to be counted during a census. The Census Bureau’s research identifies multiple populations as hard-to-count communities listed below. Of these communities, please provide an overview of the population(s) you will serve and explain what will make your activities effective in outreach to them.

  • Young children under the age of 5
  • Low-income individuals and families
  • People experiencing homelessness
  • Foreign-born individuals (including undocumented immigrants and refugees)
  • Senior citizens
  • People with mental or physical disabilities
  • Highly mobile people such as transient workers or people who do not live in traditional housing
  • Lesbian, gay, bisexual, transgender and queer (LGBTQ) persons
  • Black, Hispanic or historically underserved populations

3. Preparing Budget Template 

Please use the budget template provided on the RFP application page to outline and describe your intended use of proceeds.

4. Timeline Census Activities

In the template provided, please outline the timeline of your proposed activities from November 1, 2019 through July 31, 2020. 5. Collaborative Partners

Summarize how your proposed activities will collaborate with local communities to not only build capacity to get out the count, but also to engage individuals from hard-to-count populations in leadership roles.

After You Apply

All grant applications will be reviewed on a rolling basis by the Grants Committee of the Texas Counts Pooled Fund. We expect to notify successful grantees of their award within 10-14 days from date of submission.

Factors that will be used to evaluate proposals include:

  1. Proposal strategy alignment with the needs of the region it will serve and the hard-to-count population it plans to reach.
  2. Experience and established track record organizing community involvement and engaging target populations, organizational capacity, depth of relationships in the community, and involvement with regional Central Count Committee.
  3. Budget alignment with impact goals of proposal.
  4. Collaboration and alignment of proposed activities with other community members in target region.
  1. Grantees will be asked to coordinate with local and regional complete count efforts as appropriate.
  2. Grantees will need to sign a grant agreement upon award selection.
  3. Final report: All grantees are required to file a final report at the end of the grant period. This report should outline activities accomplished, populations served, significant milestones, learnings during the grant period and recommendations for the future. The report should also report on final use of proceeds.Successful grantees will receive a grants reporting template.
