2017, 85th Legislative Session

In 2017, we witnessed strong demand for the policy research we provided on access to quality pre-k, high school advising, teacher attitudes on teacher preparation issues in Texas, and data on how public education spending in Texas affects student outcomes. During the 85th Legislative Session, Governor Abbott’s State of the State press release featured a quote from both Philanthropy Advocates and our advocacy grantee, Texans Care for Children. Texas Education Agency Commissioner Mike Morath used information from our pre-k report during his testimony to the Texas Legislature. In 2017, the conversation among policy-makers shifted from “Is high-quality pre-k effective?” towards “How do we expand access to fund high-quality pre-k?” This transition is due in large part to the work of Philanthropy Advocates and our many advocacy partners.
