Recap: State Board for Educator Certification (SBEC) Meeting

The State Board for Educator Certification (SBEC) met on Thursday, September 29 for a work session, and again on Friday, September 30 for their regular meeting. Thursday’s session was focused around edTPA and teacher performance assessment options. With State Board of Education’s (SBOE) rejection of edTPA in July, SBOE will discuss next steps for moving forward with edTPA. The SBOE will review 3rd year edTPA pilot data, host two stakeholder panels, and discuss three teacher performance assessment options and associated implementation timelines.

Resources from SBEC September 29 Work Session: Resources from SBEC September 30 Meeting: The SBEC continued their work on Friday with their regular meeting. Heavy discussion continued around edTPA and on three options for a statewide teacher performance assessment. They reviewed the potential benefits and concerns associated with each option. For all three options, board members raised concerns around the timeline for adoption and how Educator Preparation Programs (EPPs) would fair under the transition.

Following public testimony and an in-depth review of the benefits and potential challenges with each option, SBEC Board members seemed to converge on moving forward with edTPA as the required certification examination by the 2023-2024 school year, as opposed to edTPA as a program requirement. Members wanted to explore options in addition to edTPA, such as a Texas Teacher Performance Assessment (TxTPA) among others. They also explored possibilities of requiring EPP’s to use performance assessments in their curriculum. Board members expressed reservations towards a TxTPA as the only alternative option for EPPs, citing potential cost to the state and adoption timeline.

Chair Streepey tasked TEA staff to come back to December’s SBEC meeting with a plan that would require edTPA as the state’s exam and to vet alternative options for EPP’s including a Texas TPA. More conversation is expected in December’s meeting to see what the alternative options will be and what will be established as the desired implementation timeline.
