Recap: State Board for Educator Certification (SBEC) Meeting

The State Board for Educator Certification (SBEC) met on Friday, December 9. Board members met for the final agenda of the year receiving updates from TEA staff regarding Texas Teachers of Tomorrow and edTPA.
Texas Education Agency (TEA) staff provided SBEC with an update on Texas Teachers of Tomorrow (also known as A+ Texas Teachers). The state’s largest alternative certification program has failed its most recent audit by TEA.
Texas Teachers of Tomorrow will present arguments against TEA’s claims before a judge in the State Office of Administrative Hearings (SOAH). The SOAH hearing could lead to the company’s accreditation being revoked or SOAH granting the company another opportunity to correct the issues. SBEC members also heavily discussed the issue of how to support teacher candidates participating in Texas Teachers for Tomorrow who may still be in the certification pipeline if the program ceases operation. A solution has not been fully explored as the decision regarding the program will come in the New Year.
SBEC members also continued the ongoing discussion regarding edTPA, a teacher performance assessment (TPA). Conversation from members was robust as they discussed possible alternative pathways to certification including consideration for creating a Texas-specific performance assessment and alternative TPA to be brought to SBEC for vetting and approval. Some additional educator assessment options being considered by SBEC include a residency preparation certification route or differentiation of pedagogy exam requirements for fine arts, music, and CTE.
